About The Role

Fareham Borough Council is seeking an experienced and motivated Senior Project Programme Officer to support the delivery of Local Government Reorganisation (LGR) and other corporate priorities. 

This is a unique opportunity to play a leading role in a complex and high-profile programme that will help shape the future delivery of the South East Hampshire Unitary Authority when it goes live in April 2028. 

Working across multiple workstreams and services, you will:

  • Coordinate and monitor complex projects and programme activity 
  • Develop and maintain programme plans, risk registers and governance arrangements.
  • Support senior managers, elected Members and project boards with reporting and decision-making.
  • Work with internal and external stakeholders to drive progress and remove barriers to delivery.
  • Analyse information and provide evidence-based recommendations.
  • Support consultation, engagement and equalities-related activities.

About You

You will bring:
  • Significant project and programme management experience.
  • Strong analytical and organisational skills.
  • Experience of working with senior managers and stakeholders.
  • The ability to manage multiple priorities in a fast-moving environment.
  • Excellent communication and influencing skills.
  • A collaborative and solution-focused approach.
  • Ideally, experience of working within local government or the wider public sector.

Local Government Reorganisation (LGR)

As part of Local Government Reorganisation, current plans will see us combine with Portsmouth City Council and the borough councils of Gosport and Havant and parts of East Hampshire and Winchester district councils to form a new, larger unitary authority for South East Hampshire.

We are working towards an implementation date of 1st April 2028, known as vesting day, subject to Parliamentary approval. Until then, we remain focused on maintaining continuity, supporting our workforce, and continuing to deliver excellent services to our residents throughout the transition to the new unitary authority.
